10,577 FIRs filed on missing children in one year, MP govt tells SC
மத்திய பிரதேசத்தில் கடந்த ஓராண்டில் மட்டும் குழந்தைகள் மாயமானது தொடர்பாக 10,577 வழக்குகள் பதிவு செய்யப்பட்டுள்ளதாக நேற்று உச்சநீதிமன்றத்தில் மத்திய பிரதேச அரசு சார்பில் தாக்கல் செய்யப்பட்டுள்ள அறிக்கையில் கூறப்பட்டுள்ளது. மத்தியப் பிரதேச மாநிலத்தில் குழந்தைகள் காணாமல் போகும் விவகாரம் தொடர்பாக தன்னார்வ தொண்டு நிறுவனம் ஒன்று உச்ச நீதிமன்றத்தில் வழக்கு தொடர்ந்தது. இந்த வழக்கு நேற்று உச்சநீதிமன்றத்தில் விசாரணைக்கு வந்தது. அப்போது, மத்தியப் பிரதேச அரசு தாக்கல் செய்த அறிக்கையில், கடந்த ஓராண்டில் மட்டும் குழந்தைகள் மாயமானது தொடர்பாக 10,577 வழக்குகள் பதிவு செய்யப் பட்டுள்ளதாகக் கூறப்பட்டுள்ளது. இவர்களில் 90 சதவீதம் குழந்தைகள் மீட்கப் பட்டுள்ளதாகவும் அந்த அறிக்கையில் தெரிவிக்கப் பட்டுள்ளது. மேலும் 3370 பெண் குழந்தைகள் உள்ளிட்ட 4506 குழந்தைகள் தொடர்ந்து தேடப்பட்டு வருவதாகவும் அதில் கூறப்பட்டுள்ளது. இதன் தொடர்ச்சியாக, குழந்தைகளை தேடுவது தொடர்பாக எடுக்கப்பட்ட நடவடிக்கைகள் குறித்து 4 வாரங்களுக்குள் பதிலளித்து அறிக்கை தாக்கல் செய்ய வேண்டும் என மத்திய பிரதேச அரசுக்கு உச்சநீதிமன்றம் உத்தரவிட்டுள்ளது. இந்த வழக்கு விசாரணையின் போது மத்தியப் பிரதேச அரசின் தலைமைச் செயலாளர், உள்துறை முதன்மைச் செயலாளர் மற்றும் சிஐடி அதிகாரிகள் உள்ளிட்டோர் நீதிமன்றத்தில் நேரில் ஆஜரானார்கள் என்பது குறிப்பிடத்தக்கது.

Madhya Pradesh government on Thursday informed Supreme Court 10,577 FIRs related to missing children were registered in last one year and 90% of kids have been recovered. But, 4,506 children, including 3,370 girls are still missing, state admitted in a affidavit presented in the apex court. The court has asked state government to submit status report in next four weeks, said Arvind Duvey, AIG, criminal investigation department (CID), who made the submission. Chief secretary, principal secretary (home) and CID officers, including ADG Rajeev Tondon had appeared in the court for hearing in response to a petition filed by NGO Bachpan Bachao Andolan. During previous hearing, the bench comprising Chief Justice of India H L Dattu, Justice Madan B Lokur and Justice A K Sikri took note of data submitted by senior advocate H S Phoolka appearing on behalf of the NGO. NGO submitted National Crime Records Bureau data, claiming over 23,000 children had gone missing in Madhya Pradesh since 2011. Of these, over 11,000 children went missing in 2013. The court had expressed anguish over failure of Madhya Pradesh government in its action over tracing of missing children. The SC had directed state’s chief secretary to be personally present in hearing to explain what action was taken on the issue. Supreme Court had passed directives on NGO PIL in which the latter alleged that over 1.7 lakh children went missing in the country between January 2008 and 2010 and many of them were kidnapped for pushing them in flesh trade and child labour. The court had directed that FIR should be registered as soon as information on a missing child is received.
